Born on 16 Dec 1895 to father Jerub Baldwin (son of Jereb Hamlin Baldwin and Aceneth Catherine Aldrich)

and mother Lulu L. Mathews (daughter of Henry Harrison Mathews and Eliza A Baird of Pierpont, Ashtabula, Ohio; siblings Mrs. Laura May Bugbee d. 1895, Mrs. Mabel A Klaue d. 1946, and Robert Henry who moved to California).

Death of parents Jerub A and Lulu L. Baldwin is not yet certain to this author, but Neal was living with his widowed maternal grandmother Aceneth Baldwin in the 1900 and 1910 Census. She died herself in 1913 in Cortland.

Neal enlisted in service in World War I.

On 28 Nov 1929 Neal married Ellen Louise Eldridge b. 1904 (daughter of Chester Eldridge and Naomi Daud) in Summit County, Ohio. In 1930 she was living back home with her family, and Neal was living in Fort Benjamin Harrison, in Indiana listed as U.S. Army soldier.

By 1932 Neal was living at a national home for disabled soldiers in Sawtell, Los Angeles, California.

In 1945 Neal volunteered for service in World War II in the Air Corps as a Technician 5th Grade
