Born in Kilkenny County, Ireland, June 9. 1852. he came to Brooke Township with his parents and later bought a farm of his own on the Tenth Concession of Enniskillen, where he lived until he retired 12 years ago and came to Petroha. In 1873 he married Maggie J. Moore, who died four years ago. Mr. Willoughby led a very active municipal life while he was a farmer. For 15 years he was a member of the Enniskillen Township Council, of which he was deputy reeve for seven years, and he held the position of reeve for 10 terms. He belonged to the United Church and for a number of years was superintendent of the Sunday School In an old Methodist Church of the Tenth Line. Mr. Samuels lived on Waverley atreet in Ottawa for many years and news of his passing will be received with regret by many friends in Ottawa. He had been a resident of Kingston for soma years. Surviving in addition to his wife are a son, Jack Samuels of Ottawa, and a daughter, Mrs. Alice Eadie, also of Ottawa.
