    Wikipedia:
Walter George Brown (September 6, 1875 ? April 1, 1940) was a Presbyterian Church in Canada minister who opposed the formation of the United Church of Canada and was a United Reform Movement MP in the Canadian House of Commons.
Born in Athelstan (now Hichinbrooke), Huntingdon County, Quebec of Scots-Irish parents, Brown was educated at McGill University where he received an Honours B.A. Degree in 1899 and at The Presbyterian College, Montreal, where he graduated in 1902 with a B.D. degree, the Silver Medal, a $60.00 Theological Scholarship, and a prize ($10.00 in books) in public speaking. He also won other scholarships and prizes during his time at Presbyterian College. During his summers, he went into the newly opened lumbering camps of Northern Ontario, serving first as a student missionary, was ordained on 30 September 1902 as an Ordained Missionary to Canada Atlantic Lumber Camps, from Rainy Lake to Whitney under the North Bay Presbytery. He remained in this post until July 1903, when he moved west to work amongst miners in the West Kootenay area of British Columbia at Salmo, New Denver and Silverton, all in proximity of Nelson.
While serving in ministry in British Columbia, he earned his M.A. degree from McGill, with a paper titled "History and Philosophy of Socialism", and was married to Martha Rowat of Athelstan, Quebec; her father, Andrew Rowat (1839-1918) served as minister at Elgin and Athelstan from 1884 - 1909; her mother, Margaret, was the daughter of Donald MacKenzie pioneer minister in Zorra Township, Oxford County, Ontario.
After leaving the Kootenays to study in Montreal and at the United Free Church of Scotland College in Glasgow, he was called and inducted in March 1908, as minister of Knox Presbyterian Church in Red Deer, Alberta, and would remain there until 1925. He also served as convenor of Home Missions for the Red Deer Presbytery supervising three congregations and fifteen missions. He served as Moderator of the Synod of Alberta in 1915.
At the 1925 General Assembly, Brown was one of 79 Commissioners who refused to join the United Church, and met in a corner of Toronto's College Street United Church at the conclusion on June 9 in order to resume business later that night at nearby Knox Presbyterian Church and legally claim their continuity.
rown left Red Deer later that year to oversee the re-organization of some Presbyterians in Saskatoon, Saskatchewan that had voted against joining the United Church. St. Andrew's Presbyterian Church, Saskatoon was formed under his pastoral leadership, and remains the largest PCC congregation within the province.
In June 1931, he was elected Moderator of the Presbyterian General Assembly, and during his Moderatorial year, travelled to Asia, and visited Korea, Japan, Taiwan, and the Manchuria portion of China.
Reverend Walter George Brown is one of the few Moderators of the Presbyterian Church who was or is not a Reverend Doctor; he refused to accept Honorary Doctorates from his Alma Mater, nor Toronto's Knox College. His funeral took place in Ottawa, and is buried at the Athelstan Presbyterian Cemetery.

Walter married Martha Ann Rowat on 22 Nov 1904 in Athelstan, Huntingdon, Quebec, Canada. Martha (daughter of Rev. Andrew McKenzie Rowat and Elizabeth Margaret McKenzie) was born in 1881; died in 1981 in Ottawa, Carleton County, Ontario, Canada; was buried in Athelstan Presbyterian Cemetery, Monteregie Region, Quebec, Canada. Occupation:
The Winchester Tragedy - Rev. Mr Rowat and the "Daily News"
The following letter appeared in the GLOBE of Saturday:
"To the Editor of the Globe)
    "Sir,
I regret very much that a false impression has been made upon the public mind in some sections in regard to the confession made to me by Clark Brown, the young man who, on the evening of 2nd inst., murdered his father and sister. lIn some of the reports of the terrible tragedy I am represented as having held out to Clark Brown forgiveness from man on condition of his confessing his sin. For example, THE DAILY NEWS (Kingston) has the following in regard to the matter: "Yesterday morning he was visited by the Rev Mr Rowat, Presbyterian minister, who induced him to tell all he knew of the murder, holding out a promise of pardon if he did so. What right Mr Rowat had to hold out a prospect of forgiveness we are at a loss to know, etc.
"Now I emphatically deny having done any such thing, as both constables Ryke and Stalmyre, who were present at the time, will testify. As a minister of the Gospel I had nothing to do with the man's relation to an earthly tribunal. Every word I read and spoke to him, as well as every petition presented to a throne of grace for him, had reference to his relation to a higher tribunal. I cannot understand how an editor with a grain of common sense in him could for one moment think that a minister of the Gospel could be so utterly devoid of every principle of morality as to be guilty of such an action as that attributed to me by the editor of the DAILY NEWS.
    Yours truly,
    "A. Rowat

    West Winchester, Sep 10 1879
"I hope that the DAILY NEWS and all other papers that have helped to give publicity to false statements in regard to the matter, derogatory to my reputation, will immediately correct these by copying the above. A.R.
We cheerfully give Mr Rowat's letter all the prominence he desires. The remarks in the NEWS were based upon the following words contained in the telegraphic despatch announcing Brown's acknowledgment of having committed the crime:
"The Rev. A. Rowat, Presbyterian minister, visited him this morning at six o'clock, and requested him if he had done wrong to confess it openly, holding out the inducement of forgiveness being granted. ?i?Only on that condition?/i?, he made an open confession before the two constables and the Rev. Mr Rowat.
While reading the comments of the NEWS on the case, Mr Rowat could not by any possibility have failed to read the sentence which followed the estract which is contained in his letter to the GLOBE. It was as follows:
"It is possible, however, that the reverend gentleman's promises referred to a court beyond earthly jurisdiction. The probabilities are that had the confession not been exacted in this way, it would have been impossible to bring home the crime to the murdered man's son, as it is not unreasonable to suppose that he would have persisted in declaring his innocence, in which case it would have been a difficult matter to convict him without some positive evidence against him.

When Mr Rowat considers the phraseology of the despatch from which the above extract is taken, he will scarcely wonder that the NEWS comments on the forgiveness question appeared. Our only surprixe is, that he in writing to the GLOBE should deliberately ignore our qualifying remarks in regard to his offer of forgiveness.
