    HOUSTON -
    Mr. William P. Steven, editor of the Houston Chronicle in the 1960s, has died at his home in Sarasota, Fla. He was 82. . Mr. Steven died Aug. 6 of congestive heart failure, his daughter, the Rev. Lucinda Duncan, said Saturday.

    Mr. Steven was editor of the newspaper from 1961 to 1965. During that time, he instituted the paper's WATCHEM feature, one of the first dial-in personal response "action line" columns now common in newspapers across the country. The Chronicle published WATCHEM for about 20 years.

    After leaving the Chronicle, Mr. Steven was vice president and editorial director of World Book Encyclopedia Service and later an executive at the Chicago Daily News and Sun-Times.

    Before coming to Houston, Mr. Steven was executive editor of the Minneapolis Star-Tribune.

    Born in Eau Claire, Wis., he started his own neighborhood newspaper at age 8. He graduated from the University of Wisconsin and in 1930 joined the Tulsa, Okla., Tribune as a reporter. He became managing editor 10 years later.

    During World War II, Mr. Steven was assistant director of the press division of the Office of Censorship in Washington.

    (AP) -William P. Steven, an executive at newspapers in Minneapolis, Houston and Chicago, died Aug. 6, 1991 at age 82.

    Steven started his own neighborhood newspaper at age 8 in his hometown of Eau Claire, Wis. He attended the University of Wisconsin and was editor of the Daily Cardinal there.

    He joined the Tulsa (Okla.) Tribune in 1930, moving up to city editor in 1936 and managing editor in 1937. During World War II, he was assistant director of the press division in the Office of Censorship in Washington.

    Steven joined the Tribune of Minneapolis in 1944 as managing editor and in 1950 was appointed assistant executive editor of the Star. He later became vice president and executive editor of the Star and the Tribune.

    He was editor of the Houston Chronicle from 1961 to 1965. He also was vice president and editorial director of World Book Encyclopedia Science Service and vice president of the Chicago Daily News and Sun Times before retiring in 1971.

    Steven is survived by his wife, Lucy; three daughters, the Rev. Lucinda Duncan, Margaret Benicy and Sara Stout; a son, J.D. Ritchie Steven; and nine grandchildren.

    Merle Pickford was born in Monticello and graduated from the University of Wisconsin in 1902. She married James D.R. Steven Oct.10,1907, in Madison. Survivors include two sons, William P., Sarasota, Fla., David R., Eau Claire; a sister, Theo Owen, Madison; five grandchildren and 11 great-grandchildren. Memorial services are at 10:30am Wednesday at First Congregational Church chapel, with burial in Lake View Cemetery. There will be no visitation. Arrangements are by Lenmark-Gomsrud Funeral Home.
